Sir James Steuart is usually regarded as a ‘mercantilist’ or at best, as a kind of interventionist anachronism in an age dominated by liberal thought. These views have prompted the general conclusion that steuart was out of tune with the temper of his times,², so that it seems worthwhile to note one aspect of his work where this is certainly not the case.
